(AP) ? Kobe Bryant confirms he recently directed Alex Rodriguez to the German doctor who performed the treatment the Yankees' slugger had on his right knee.

"I gave him the phone number," Bryant said Thursday night before the Los Angeles Lakers hosted the New York Knicks.

Bryant opened up about the steps he has taken to heal his arthritic joints in a rare pregame interview, crediting the therapy with dramatic improvement in his own troublesome right knee and an injured left ankle in recent months.

When Rodriguez inquired about Bryant's treatment, Bryant vouched for the German doctor who developed the course of injections of plasma-rich platelets that supposedly stimulate healing in arthritis-affected areas.

Bryant says his knee is now 95 percent healthy after at least three surgeries in the last eight years. He apparently had the same treatment done in October on his ankle, which also isn't limiting him this season.

"You can't just try something just to try it," Bryant said. "It has to make sense. It has to be something that you can back with research and study and things like that."

And how did Bryant get information about the therapy ? called Orthokine ? being done in Duesseldorf?

"It's my job to know these things," Bryant said with a grin.

The Yankees might benefit from Bryant's knowledge. General manager Brian Cashman said Wednesday that Rodriguez is "100 percent," with "no red flags" going into spring training.

Rodriguez had surgery on his right knee last July and saw his power drop in the second half and postseason. He played in 99 games and hit 16 homers, struggling to produce at his usual prolific levels.

Bryant is far from fully healthy. He's still playing with a torn ligament in his right wrist, wearing a brace on the joint whenever he isn't on court.

He's no longer wearing a wrap on the oft-injured index finger on his right hand, but that's because the joint is now "bone on bone," according to Bryant.

And Bryant hasn't stopped trying new things to heal more quickly and thoroughly. Several Lakers joined him at a cryotherapy clinic in the Sacramento area on Monday, trying out an extreme cold chamber that's thought to decrease pain and swelling in athletes.

Bryant can't remember when his friendship with A-Rod started, but they've been friendly for years, going out to dinner and talking regularly. He's grateful he could help the 36-year-old slugger get back in top shape.

"As a Yankee fan? Hell yeah," Bryant said.

Libya's Army Tries to Reassert Itself, as Militias Have Their Way (Time.com)

The drenching rains and whipping winds off the Mediterranean Sea were not enough to keep Major Anwar al-Mishri in his Toyota pick-up truck. "Our patrols go out no matter what," he said, his voice barely audible over the pelting drops. "Our job is to protect the people. And that is what we are here to do tonight."

Over the past few weeks, units of the Libyan National Army such as Mishri's have stepped up their presence in the capital of Tripoli, urging regional militias to disband and join their forces. Many have scoffed at the offer, preferring instead to keep their heavy weapons. The new Libyan government is too weak to confront the brigades. It is concentrating efforts on more pressing matters, such as lobbying the international community to release its frozen assets. With the government lacking the will and motivation to confront the brigades, the creation of a national fighting force to replace the regional units scattered throughout the country is unlikely to be accomplished any time soon. But that doesn't deter the major. On the coastal road near the neighborhood of Suq al-Juma'a, Mishri and his 20 soldiers have set up a makeshift checkpoint. They spread out around a traffic circle with each man standing between each of the three lanes. The soldiers are looking for pick-up trucks with heavy weapons, such as missile launchers. The hundreds of brigades that sprung up during the country's eight-month long revolution pilfered the army's depots, making off with thousands of anti-tank cannons and anti-aircraft guns. Now that the revolution is over and former leader Muammar Gaddafi is dead, Libya's new government, known as the National Transitional Council (NTC), wants them to return the weapons to the barracks. "The militias need to hand the missiles over to the army, and that is why we are here," says Mishri.

In downtown Tripoli, Colonel Salim Azway is inspecting a Military Police office on Medina Street. The regional office has been busy signing up recruits for the armed forces branch. Thirty-five men enlisted at the Medina Street station over the past seven weeks. "Every day we get new people," says the colonel, sifting through a seven page list of 128 people who joined the Military Police since July. But he admits that not everyone joins out of a sense of national duty. "Some sign up for nationalistic reasons, others because they need to work." With the economy decimated by the war, many have been enticed by the promise of a steady paycheck. Married men receive 500 Libyan dinars per month ($322), and single men receive 300 dinars ($194). The Military Police verifies that everyone carrying a weapon has a permit from the National Army. Like Major Mishri's men, they set up random check points throughout the capital. They also search for high-ranking Gaddafi loyalists who served in the brigades that led the assault against the rebels during the revolution.

At Tripoli's airport, a group of militia fighters are gathered around a pick-up weighed down by an anti-aircraft gun. "Why do we need to turn in our weapons and register our guns?" Radi Jalban asks. "We liberated the country and it is our right to carry weapons." Jalban and his fellow fighters come from Zintan, a city whose warriors played a key role in liberating Western Libya. Zintani brigades subsequently encircled Tripoli and led the final assault against the loyalists. They later captured Gaddafi's son Saif al-Islam, who remains incarcerated in their hometown. They are the last remaining regional brigade in Tripoli controlling the airport and a few other pockets around the capitol.

The NTC and its National Army have not been able to persuade militias from Zintan and other cities to join the new armed forces, nor has it been able to rein them in. More interested in guarding their independence than in fostering national unity, the brigades from what are virtually city-states have rebuffed the NTC's entreaties to disband. They have also refused to allow the NTC access to prisoners, leaving the council in the dark about which senior Gaddafi officials they hold. At a recent press conference, NTC Vice Chairman Abd al-Hafiz Ghoga confessed that the government does not know where Gaddafi's intelligence chief Abdallah Sanussi is being held. The Zintani fighters holding Saif al-Islam Gaddafi have refused to surrender him to the national authorities. (See "Now Revealed: The Rebels' Secret Collaborators in Gaddafi's Tripoli.")

Militias have been accused of violence and crime in Tripoli. The mention of Zintani brigades in the capitol conjures a bitter response. "They steal cars and beat up people," carps Ahmad Fatni at a Tripoli coffee stand.

"We don't want Zintani brigades to control our roads. The police should control them," says General Khalifa Hiftar. "Zintani brigades are spread out in people's houses and farms. Why do they still control the airport?" General Hiftar has reason to be frustrated with Zintani militias. Two weeks ago they sprayed his convoy with bullets when it did not stop at a Zintani-manned checkpoint on the road to the airport. Days later they shot his son four times outside a bank and later incarcerated him before turning him over to the hospital. Says the general, "All armed groups should go home or join the army."

But the NTC is in no hurry to use force to get them to do so. Instead the government has focused on financial incentives. Council Chairman Mustafa Abd al-Jalil has been floating a plan to persuade the militias to choose among joining the army the police, or returning to civilian life. At a rally on Thursday he explained that he envisioned sending rebels to receive vocational training abroad. But with the NTC strapped for cash, such a plan is unlikely to be implemented. "We need money. Without it, we cannot build a national army and institutions," Ghoga told TIME. "Our chief priority is getting the world to unfreeze our $160 billion it holds."

If its plan to entice the militias with financial incentives proves untenable, the NTC may have to coerce the brigades to disband. But with the country trying to turn the page after eight months of fighting and bloodshed, it is a step the council is reluctant to take.

Bleakest outlook takes prize for forecasting

For msnbc.com's panel of economic forecasters, the most pessimistic were the most accurate this year as the economy failed to meet even the relatively modest expectations of most experts.

David Rosenberg, the Canadian economist frequently known for his bearish views, takes the prize this year for the closest forecast among the 12 economists on our panel.

David Rosenberg says "retirement will become an increasingly elusive dream for many."

Rosenberg, chief economist for Gluskin Sheff & Associates, a wealth management firm, wins honors mainly because he correctly anticipated a year ago that 2011 would be a year of slow growth. Rosenberg projected U.S. economic growth of 2.3 percent for this year, compared with current projections that put GDP growth at just 1.7 percent for the year.

Rosenberg sees plenty of peril in the year ahead, especially with Europe in the midst of what he describes as a recession and China coming down from a heady period of rapid growth.

"2012 is probably going to be even more of a challenging year than 2011," he said.

While industrial companies have been driving the weak economic recovery for the past two years, they will be pressured this year by the strengthening dollar and the weakening of their primary markets in Asia and Europe, he said.

The expected expiration of Bush-era tax cuts at the end of 2012 also will cause anxiety and dampen consumer spending as Americans boost their personal savings in anticipation of lower take-home pay, he said.

While the labor market is "healing," most of the growth is in low-wage industries such as retail and hospitality, while high-paying industries such as?manufacturing and finance are laying off workers, Rosenberg said. As for housing, sales activity has picked up but prices are still declining, which has a negative impact on consumer confidence and perceptions of wealth.

Rosenberg just barely beat UCLA's Ed Leamer, another frequently bearish forecaster. Our methodology looked at how accurately forecasters predicted overall economic growth, consumer inflation, unemployment and short-term interest rates.

Most panelists, including Rosenberg, were overly pessimistic about the employment market, which has been weak but not?quite as bad as some had feared. Most economists predicted the unemployment rate would remain above 9 percent for the full year, but a sharp drop last month puts the current rate at 8.6 percent.

Most economists on our panel badly underestimated inflation, predicting consumer prices would rise less than 1 percent in 2011, compared with the actual 2.2 percent rate, excluding volatile food and energy prices.

Most economists predicted correctly that the Federal Reserve would leave interest rates at their current level of about zero percent, which the central bank has now virtually promised to leave in place through at least mid-2013.

With this ninth edition of our annual economic roundtable we are suspending the feature, although we continue to turn to our experts frequently for their regular analysis of the economy.

This year, for a change, we are turning to a different kind of expert and asking small business owners what they think about the prospects for the economy. We will be checking back with them often for their views on the economy.

Israeli airstrikes kill Gaza militant

Israel carried out a series of airstrikes in the Gaza Strip late Tuesday, killing a Palestinian militant wounding others. Israel said it targeted militants before they could carry out an attack on the border between Israel and Egypt.

Gaza Health Ministry official Dr. Moaiya Hassanain said the militant was killed and another two injured in the explosion when a rocket hit his motorcycle Tuesday evening.

The Islamic Jihad, a violent Palestinian group that frequently fires rockets and mortars at Israel, said the he was a former member. The Israeli military said in a statement it targeted a "terror squad," without elaborating.

Another airstrike hit a Hamas police vehicle later Tuesday, injuring one Hamas officer and four others in the car, the Gaza health official said.

The Israeli military said it targeted "members of a global jihad terror group that were planning to attack the border."

In a statement, the military gave a list of the militants' names and said one of them used to be in Hamas before joining an even more radical jihadi group.

Such Israeli air attacks have been relatively rare since the end of a three-week Israeli war against Gaza militants three years ago.

It said the military will "not tolerate any attempt to harm Israeli civilians and soldiers, and will operate against anyone who uses terror against Israel."

In August, Palestinian militants who apparently sneaked out of Gaza into the Egyptian Sinai desert attacked Israelis on a border road in Israel, killing eight. Israeli forces pursuing the militants killed six Egyptian soldiers by mistake, setting off a diplomatic crisis between the two countries.

Also Tuesday, a hard-line Israeli group said it was launching plans for a new tourist center at the site of a politically sensitive archaeological dig in a largely Arab neighborhood outside Jerusalem's Old City, drawing fire from Palestinian officials.

The project's sponsor, the Elad Foundation, said the new visitors center and parking garage will be built above a section of the excavation area known as the City of David, leaving the ruins below accessible. Construction, which must pass several zoning committees, was still several years away.

Israeli archaeologists at the City of David, named for the biblical monarch thought to have ruled from the spot 3,000 years ago, are investigating the oldest part of Jerusalem.

The site is just outside the Old City walls at the edge of the neighborhood of Silwan in east Jerusalem, the part of the city the Palestinian Authority says it wants as the capital of a hoped-for state.

Israeli construction in east Jerusalem is regularly subject to international criticism. Critics say the new plan will cement Israel's hold on Silwan and could destabilize the volatile neighborhood, where Palestinian residents clash on occasion with Jewish residents and police.

London subway strike delays Boxing Day shoppers (AP)

LONDON ? London's subway drivers walked out over a pay dispute Monday, causing trouble for thousands of shoppers out to take advantage of traditional Boxing Day sales.

Transport for London warned that shoppers seeking bargains in the capital's shopping centers face "significant disruption." Several subway lines have been suspended, and limited services are operating on the rest of the network.

The ASLEF union is staging the one-day strike to demand extra pay as well as a day off for members working on the public holiday.

The London Underground ? the organization that manages the subway system ? condemned the move, saying it was pointless and demonstrated "a complete disregard for our customers." Authorities said extra buses are running in the main shopping areas to cater to the increased flow of travelers on one of the year's busiest shopping days.

Despite the disruptions, large crowds of shoppers ? some lining up from midnight ? started flooding department stores in London and other British cities as soon as doors opened early Monday.

Selfridges, one of Britain's most popular department stores, reported its biggest ever first hour of trading Monday morning.

In northwest London, the Brent Cross shopping center said that 10,000 people had piled through its doors within an hour of opening.

The ASLEF union plans to stage three more strikes in January and February if the dispute is not resolved.

Man killed amid Britain's post-Christmas sales (AP)

LONDON ? A teenager was fatally stabbed and a second man wounded in attacks on London's most famous retail street as thousands of shoppers flocked to Britain's capital seeking post-Christmas bargains.

The killing of the 18-year-old man on Oxford Street on Monday ? and a second wounding in the same road ? did little to deter shoppers crowding into neighboring stores in the landmark shopping district. Bargain hunters were also largely untroubled by a subway strike which badly disrupted the city's public transport services.

Selfridges ? close to the scene of Monday's stabbing and one of Britain's most popular department stores ? reported its biggest ever first hour of trading Monday morning, while the New West End Company, which represents traders on central London's shopping streets, reported 15 million pounds (US$23.5 million) in sales in the first three hours of trading.

Jace Tyrrell, of the New West End Company, said hundreds of thousands of people had visited central London retailers, despite action by police to cordon off parts of Oxford Street and temporarily close some stores after the attacks.

"These incidents are extremely rare on Oxford Street and we understand arrests have been made," she said. "The emergency services were quick to respond and have cordoned off the street as they continue with their investigations. We are working to ensure the street is open to businesses and shoppers tomorrow."

Tyrrell said shopkeepers had requested a meeting with police to discuss the incidents. "We understand both incidents involved gangs of youth who were known to each other (and) the police, and did not involve individual shoppers," she said.

London's air ambulance helicopter had earlier rushed to the street following the fatal stabbing.

Authorities said the teenage victim died before medics could administer help, while amateur video footage showed police struggling to part large crowds of shopper to allow emergency vehicles to reach the man.

Police erected a tent outside a Foot Locker sports store as they carried out investigations and confirmed that about ten people had been arrested in connection with the death.

Officers said a second stabbing took place close by ? on the corner of Oxford Street and Regent Street ? but insisted it wasn't immediately known if the two incidents were linked.

Det. Chief Insp. Mark Dunne, of London's Metropolitan police, said two groups of young people appeared to have become involved in a large-scale altercation before the teenager's death.

Dunne said that little more was known about the circumstances, but there were likely to be large numbers of witnesses. "This is probably the busiest place in the United Kingdom right now, on the busiest shopping day," he told reporters at the scene.

"A number of weapons have been recovered from that scene ? whether I have got the murder weapon I don't know. There's an assortment of items, but no guns," he said.

In the second attack, a 21-year-old man was stabbed in the leg and is being treated at a hospital for his wound.

Police said in a statement that three men had been arrested, but it was "too early to say whether this incident is linked to a fatal stabbing on Oxford Street."

On London's subway network, the ASLEF train drivers' labor union staged a one-day strike to demand extra pay and additional time off for members working on the public holiday.

Francesca Koe: California's Newest State Parks Are in the Ocean

On January 1, 2012 Southern California will celebrate the grand opening of a series of underwater parks that stretches from Santa Barbara to the Mexican border. The parks will join a growing statewide network called for under California's landmark ocean protection law, the Marine Life Protection Act. Soon, the state will have a system of "marine protected areas" dotting the coast like a string of gems, that protect iconic areas like Point Reyes, Big Sur, and La Jolla.

Southern California's new marine protected areas were planned by local residents with guidance from scientists. They are designed to protect the kelp forests, rocky reefs and coral gardens that feed and shelter sea life while leaving about 90% of coastal waters open for fishing. Many are located near public beaches and bluffs, and offer great recreation for everyone including tide-pooling, diving, kayaking, bird-watching and other activities. Steve Jobs? Last Words: ?OH WOW. OH WOW. OH WOW.? What did he see??

The great words of the year? ?Oh wow. Oh wow. Oh wow.?

They are the last words of Steve Jobs, reported by his sister, the novelist Mona Simpson, who was at his bedside. In her eulogy, a version of which was published in the New York Times, she spoke of how he looked at his children ?as if he couldn?t unlock his gaze.? He?d said goodbye to her, told her of his sorrow that they wouldn?t be able to be old together, ?that he was going to a better place.? In his final hours his breathing was deep, uneven, as if he were climbing.

?Before embarking, he?d looked at his sister Patty, then for a long time at his children, then at his life?s partner, Laurene, and then over their shoulders past them. Steve?s final words were: ?OH WOW. OH WOW. OH WOW.??

The caps are Simpson?s, and if she meant to impart a sense of wonder and mystery she succeeded. ?Oh wow? is not a bad way to express the bigness, power and force of life, and death. And of love, by which he was literally surrounded.

I wondered too, after reading the eulogy, if I was right to infer that Jobs saw something, and if so, what did he see? What happened there that he looked away from his family and expressed what sounds like awe? I thought of a story told by a friend, whose grown son had died, at home, in a hospice. The family was ringed around his bed. As Robert breathed his last an infant in the room let out a great baby laugh as if he saw something joyous, wonderful, and gestured toward the area above Robert?s head. The infant?s mother, startled, moved to shush him but my friend, her mother, said no, maybe he?s just reacting to . . . something only babies see.

    Many Americans brace for loss of payroll tax cut

    (AP) ? Some say they'll spend less on groceries. Others expect to cut back on travel. For many, there would be fewer meals out.

    Across the country, Americans are bracing for another financial hardship: smaller paychecks starting in January, if Congress doesn't break a deadlock and renew a Social Security tax cut.

    The tax cut, which took effect this year, benefits 160 million Americans ? $1,000 a year, or nearly $20 a week, for someone making $50,000, as much as $4,272 or $82 a week for a household with two high-paid workers.

    The tax cut is set to expire Jan. 1. If lawmakers don't renew it for 2012, analysts say the economy would slow as individuals and families looked for ways to spend less.

    "Of course, it changes my plans," said Craig Duffy, an information-technology worker from Philadelphia and new father of twins. Duffy said his family already has tightened spending, so "we'll have to find a way to cut back."

    That might mean canceling a planned trip to visit the twins' grandparents in Wisconsin, Duffy said.

    The tax cut is part of legislation that would also renew benefits for the long-term unemployed. If the unemployment benefits aren't renewed, starting in January nearly 6 million people would lose weekly checks averaging about $300 ? the main source of income for most of them.

    House Republicans have rejected a Senate-passed bill that would extend the payroll tax cut for two months and let the long-term unemployed continue to receive benefits during that time. That plan would give lawmakers time to work on a yearlong extension.

    But most lawmakers have left Washington, and no negotiations are scheduled before the year ends.

    If Congress doesn't renew the two measures for 2012, analysts say the economy's growth would slow by as much as 1 percentage point.

    Less money in paychecks means less consumer spending, which powers the U.S. economy. Many people who say they already depend on each paycheck for living expenses say they can't cut spending deeply. Instead, they'll trim at the edges, wherever they can.

    "It will limit my spending from week to week," said Jennifer Stempel, an office manager from Denver.

    Stempel said that could mean making fewer impulse buys at the grocery store, packing her lunch each day and rejoining a carpool she quit after gas prices declined this year.

    "I was starting to relax about (travel expenses), but now I don't know," Stempel said.

    Michael Allara of Raleigh, N.C., said a higher tax would further pressure his family, which includes three small children.

    "I'm already trying to save as much as I can to pay for college," Allara said. "I don't know where the money would come from."

    The tax cut lowered the Social Security tax on incomes of up to $106,800 from 6.2 percent to 4.2 percent. It's meant a maximum savings of $2,136 for an individual.

    Without a deal, Americans would begin 2012 facing a tax increase just as an election year begins.

    Smaller paychecks and reduced spending would coincide with a still-vulnerable period for the U.S. economy. Though growth has strengthened in the final months of 2011, some analysts say the gains might be hard to sustain. Workers' pay isn't rising much. And Europe may be on the verge of a recession that would undermine the American economy.

    "A failure to extend the payroll tax holiday and the extended unemployment benefits would be a serious hit to the economy," said Mark Zandi, chief economist at Moody's Analytics. "The risk of a recession would rise and be uncomfortably high, particularly early next year, when the fallout from Europe's troubles will be the greatest."

    Zandi predicts that the U.S. economy will grow 2.6 percent in 2012 ? if Congress renews the tax cut and long-term unemployment benefits. Otherwise, he foresees 1.7 percent growth. He estimates the higher Social Security tax would reduce growth by 0.6 percentage point, and the loss of extended unemployment aid would subtract an additional 0.3 percentage point.

    Other economists have made similar estimates. Many noted that the Social Security tax cut helped the economy avoid a recession in 2011, after high gasoline prices squeezed households, Japan's earthquake reduced supplies to U.S. factories and budget cuts by state and local governments and a stalemate in Washington slowed growth.

    The extension of unemployment benefits helped, too. Most states provide up to 26 weeks of benefits. The program that's set to expire extended those benefits for up to 99 weeks in states with the highest unemployment rates. A proposal approved by the House last week would extend benefits for up to 79 weeks.

    Unless the long-term benefits are renewed, 2.2 million people will lose benefits by mid-February, and that number will rise to 3.6 million by the end of March.

    Analysts note that Americans of all income levels would be hurt by the loss of the payroll tax cut.

    Higher-income Americans receive the biggest share of tax breaks, so the end of the tax cut would reduce their pay most. Economists note that the highest-earning 20 percent of Americans contribute nearly 40 percent of consumer spending. And for 2012, the Social Security tax will apply to the first $110,100 of wages, up from $106,800 in 2011.

    Still, lower- and moderate-income taxpayers tend to spend more of any extra pay they receive. So the loss of a tax benefit tends to reduce their spending most sharply.

    Shana Albright, a fundraiser for a nonprofit health care company in St. Louis, said she would have to cut back on dining out and shopping. If she didn't have the tax break this month, she would have cut back on holiday gift buying, she said.

    "It's definitely my spending money," Albright said.

    Some analysts say they think election-minded lawmakers will renew the tax cut and long-term unemployed benefits sometime in 2012. If they did, they could also make the tax cut retroactive to Jan. 1.

    That might cause headaches for company payroll departments. But it would be a boon for struggling Americans.

    "After all the arguments, Congress will extend the two programs," said Nariman Behravesh, chief economist at IHS Global Insight. "I can't imagine that lawmakers will want to be blamed for the economy being even weaker than it is now. They would be committing political suicide."

    Frankincense production 'doomed,' scientists warn

    Trees that produce frankincense, a fragrant resin used in incense and perfumes and a central part of the Christmas story, are declining so fast that production could be halved over the next 15 years, scientists said on Wednesday.

    In a study published in the British Ecological Society's Journal of Applied Ecology, ecologists from the Netherlands and Ethiopia looked at large-scale field studies and predicted that tree numbers could decline by 90 percent in the next 50 years.

    If fire, grazing and insect attack, the most likely causes of decline, remain unchecked, then frankincense production could be doomed altogether, they warned.

    Frankincense, best known in religious teachings as one of the gifts laid before the newborn Messiah, is obtained by tapping various species of Boswellia, a small, deciduous tree that grows across Africa from northern Nigeria to the highlands of Ethiopia and Eritrea.

    Cutting the Boswellia's bark produces the frankincense resin, a white substance with a strong, sweet smell. The resin is burnt in churches, mosques and at ceremonies, as well as being used by the perfume industry and in herbal medicines.

    Despite its economic importance, incense has been traded internationally for thousands of years, little is known about how tapping affects Boswellia populations.

    Working in an isolated part of northwest Ethiopia near the source of the Blue Nile, a research team led by Frans Bongers of Wageningen University in the Netherlands studied 13 two-hectare plots, some where trees were tapped for frankincense and some where they were untapped.

    Over two years, they monitored survival, growth and seed production of more than 6,000 Boswellia trees and used the data to build mathematical models to predict the fate of Boswellia populations in coming years. The forecasts suggest Boswellia populations are declining so dramatically that frankincense production could be halved in the next 15 years.

    "Current management of Boswellia populations is clearly unsustainable," Bongers said in a statement. "Our models show that within 50 years, populations of Boswellia will be decimated, and the declining populations mean frankincense production is doomed."

    The researchers found that all the Boswellia populations they studied are declining, not only those from tapped trees, a finding that suggests factors other than tapping are at the root of the problem.

    Bongers said the main causes of the trees' decline are likely to be burning, grazing and attack by the long-horn beetle, which lays its eggs under the Boswellia's bark.

    The scientists urged local authorities to introduce better management incentives to ensure farmers work harder to protect Boswellia trees. In the short-term this meant preventing fires and beetle attack, Bongers said, but in the longer-term, large areas should be set aside and protected for five to 10 years to allow Boswellia saplings to become established.

    Change of plea hearing set for Iraqi held in Ky. (AP)

    LOUISVILLE, Ky. ? A federal judge has scheduled a change of plea hearing for one of two Iraqis facing terrorism-related charges in Kentucky.

    Senior U.S. District Judge Thomas B. Russell signed the order setting the change of plea hearing for Waad Ramadan Alwan, who is charged in a 23-count indictment. The hearing is set for Friday afternoon in Bowling Green.

    Alwan has pleaded not guilty to charges of conspiring to send sniper rifles, Stinger missiles and money to al-Qaida operatives in Iraq. He also is charged with conspiring to attack American soldiers in Iraq.

    Alwan and Mohanad Shareef Hammadi were arrested in Bowling Green in May. Hammadi has pleaded not guilty and is not mentioned in the change of plea order.

    Both have remained in federal custody.

GM CEO Dan Akerson is responsible for tying the success of GM into the success of the Volt by having made lofty claims that the vehicle was, in fact, the future of the company while investing a major portion of marketing dollars to help support the perception. Deception was evident as statements were made that the vehicle was "virtually" sold out and supply couldn't keep up with demand, while evidence surfaced that this was not the case. GM cancelled plans to run a second shift for the vehicle even as it continued the ruse and floated rumors that there were huge waiting lists of purchasers for the vehicle.

    The latest nail in the coffin for the Volt is the discovery that the lithium-ion batteries that power the vehicles may be a safety risk as NHTSA vehicles spontaneously combusted into flames days or weeks after crash-tests. More disturbingly, NHTSA and GM did not immediately notify the public, instead waiting six months to reveal the problem. The delay is being investigated by congress and the NLPC has requested documentation from NHTSA under the Freedom of Information Act regarding communications between the agency and GM.

    There are costly lessons to be learned from the Volt debacle. The first step is to accept the fact that, even though a small minority of Volt owners may be very happy with their vehicles, the car does not offer the value to appeal to the vast majority of car buyers. We then should question why so much taxpayer money has been spent to produce and promote the Volt. There is no need to condemn all EVs or hybrids for the sins of the Volt, but even the most ideologically green enthusiast should realize that studies should be done to evaluate the costs and benefits of any new technology before spending billions of taxpayer dollars to promote that technology.

    More studies are needed on the environmental and safety issues with lithium-ion batteries, as well as the ability of our power grid to produce the additional electricity needed to power EVs. A debate is also needed as to what the costs and benefit to oil dependence are if EV goals are met. If we can reach an obtainable goal of having about six million EVs on US roads in 10 years, what are the actual benefits? Using projections that there will be close to 300 million total passenger vehicles on the road that will account for between 40% and 45% of total US oil consumption, the math would give us a reduction of oil usage of less than 1%. Assuming the tax subsidies currently offered on the EVs remain, we are talking about spending approximately $50 billion of taxpayer money over 10 years, with a portion of that having gone towards grants and charger subsidies, to achieve about a 1% reduction in oil usage. Is that a wise investment? And shouldn't we be pursuing alternatives, like natural gas vehicles, as a possible viable option?

    The Volt fiasco has been supported by cronies in industry along with directives from the Obama Administration. General Electric still supports the vehicle and, according to a WSJ report, "...said it has no plans to change its commitment to purchase Volts for its fleet and fleet-services business. A year ago GE agreed to buy 12,000 Volts by 2015 as part of a larger commitment to electric vehicles. GE so far has purchased hundreds of the electric-gas vehicles and continues to receive more daily." GE stands to profit from selling charging stations for the vehicles and is probably the number one crony corporation to benefit from green initiatives.

    When the Volt was rolled out over a year ago, a financial news network that was majority owned by GE acted as cheerleader for the Volt dedicating the better part of a day (and then some) hyping the vehicle. The network also suggested that all taxpayers be allowed to "benefit" by participating in the GM IPO and GM was portrayed as a company that would be "printing money." Neither the Volt nor GM shares have lived up to the hype. The network is now minority owned by GE, but GM stories are still handled with kid gloves by the commentators.

    With powerful supporters like the Obama Administration and GE, how far will GM go to overcome the evidence that the Volt is not all it was cracked up to be? The level of deception to this point may indicate that further attempts to fudge demand will be made. I am already suspicious of GM's reporting of fleet sales for the Volt. All conversations I have had with people at Chevy dealerships indicate that individual demand for the Volt is very low. Meanwhile, I continue to read articles about how townships are purchasing Volts with federal grant money along with reports that GE continues to buy a good percentage of the Volts sold. It would not be hard for GM to fudge the numbers and claim that demand is coming from individual consumers, even as taxpayers and GE foot the bill.

    When Volt sales occur, they are reported on the GM portal. If vehicles purchased by townships or GE are not entered as fleet sales, GM would be able to give the impression that sales are coming from individuals. This is not a far-fetched scenario, as Akerson and GM have not been all that honest up to this point.? Consider GE's statement that they have been buying hundreds of Volts and then add townships, utility companies and federal government purchases (not to mention dealer to dealer sales) and I would have to assume that actual total fleet sales are at least over a thousand and perhaps much more. Given the fact that only a few thousand Volts have been sold year to date, the fleet percentage is likely to be higher than reported by GM.

    I will say this much, given the recent NHTSA safety investigation into the Volt and the feedback I am getting from dealerships, if December sales of the Volt exceed 1,000 it will not be because individual consumers are buying the vehicles in large numbers. Much of the sales will have come from crony GE and taxpayer-funded township purchases.?

    Perhaps the technology for EVs can improve in the near future and it will be feasible for manufacturers to produce the vehicles without huge subsidies. The problems surfacing for the Volt, while bringing a realization that we should be skeptical of costly green initiatives rushed through by our government, should be viewed as a failure of Akerson led GM and the Obama Administration's energy policies and not of all EV technology. Akerson should be held accountable and it is time to replace the Obama appointed leadership at GM. Treasury should first get the taxpayers out of its stake in GM, and then the company should be run without government influence. And that means that the shareholders should decide who sits on the GM board and who serves as CEO of the company. The Chevy Volt debacle and the deceit that came with it are evidence that Akerson is not the guy for the job.??
