MASK OFF MEXICO: Leaders in the Government of the United States' southern neighbor ignored Fast and Furious, now exploiting Sandy Hook
If you ever wondered why the Mexican government seemed to go out of its way to address an operation led by the U.S. Government, designed to put weapons into the hands of drug cartels, who used those guns to murder innocent people, the actions of Mexico's lawmakers may help answer that question. They are lobbying U.S. Senators to force Arizona, California, Texas, and New Mexico to force their citizens to register all guns.
Ben Barrack, conservative talk show host, writer, and author of the new book, Unsung Davids, says that when contrasted with the lack of interest on the part of Mexican officials over Fast and Furious, this attempt by Mexican politicians says quite a bit. ?This basically confirms that Mexican authorities are on-board with the Obama administration's attempt to exploit the Sandy Hook shootings,? Barrack said.
The good news, Barrack says, is that American citizens are beginning to connect the dots when it comes to contrasting those two events. In a local CBS news report in Arizona, citizens were interveiwed about the proposal of Mexican lawmakers and multiple references were made to Fast and Furious. ?The behavior of these Mexican officials is the equivalent of ripping their masks off. They're in on it and it doesn't matter why. Ends do not justify the means,? Barrack said.
Some believe that Mexico is playing ball with the Obama administration because it doesn't want to threaten trade relations with the U.S. ?This would be a form of soft blackmail,? Barrack says, ?and if that's being done to prevent the truth about an operation designed to produce dead bodies to further gun control, we have a big, big problem.?
?Once people begin contrasting the details of Fast and Furious with what is being done in the wake of Sandy Hook, a lot of things become very, very clear. In particular,? Barrack says, ?something people cannot bring themselves to admit.?

Admir Suljic, suspected of match-fixing in global?football, has been taken into custody by Italian police.
The Slovenian was detained by Italian authorities after landing at Milan's Malpensa airport on a flight from Singapore on Thursday.
Suljic is wanted by judicial authorities in the?Italian?city of Cremona investigating a massive match-fixing case that has already brought the arrests of more than 50 people, with more than 150 under investigation.
Italian police said Suljic had been on the run since December 2011 and was considered a "key element" in the Last Bet operation.
Police said he spent significant time in Singapore in close contact with the alleged fixing organisation's chiefs.
Earlier on Thursday, speaking at a match-fixing conference in neighbouring Malaysia, Ronald Noble, secretary-general of Interpol, said that Singaporean police had notified authorities in Italy that a suspected match-fixer was flying to Milan.
Singapore has come under growing pressure to act after Europol linked hundreds of suspicious games worldwide to a criminal syndicate in the city-state.
Crime syndicate
Noble said the man was wanted in Italy because he is allegedly working for Tan Seet Eng, a Singaporean businessman, known as Dan Tan, for whom Italian authorities have issued an arrest warrant.
Italian police said Suljic wanted to turn himself in to Italian authorities and that he faces charges of criminal association and sports fraud.
In November, Serbian footballer Almir Gegic, who had also been wanted by Italian authorities, turned himself in at Malpensa.
Tan is accused of heading a crime syndicate that made millions of dollars betting on rigged Italian football matches.
Italian officials have been unable to take Tan into custody as the arrest warrant cannot be served while he is?in Asia.
Acknowledging that Singapore has come under criticism for not detaining Tan, Noble said authorities there were restrained because they had to follow their own laws and could only take action when there was enough evidence.
However, Noble added that investigators worldwide have been slow to catch up with match-fixers because they were so far "not properly prepared to work together" and share enough information with their international counterparts.
Ralf Mutschke, FIFA head of security, said at the Malaysian conference that he hoped Tan would be brought to face the courts with the help of Singaporean authorities.
Singapore's role
For their part, Singaporean police said on Thursday that?Tan was "assisting" investigations.
Tan, who has been named in several investigations and is wanted in Italy, but denies wrongdoing, is "currently assisting Singapore authorities in their investigations", a police statement said.
It is the first time police have indicated Tan has undergone questioning.
Police also confirmed they gave the tip-off that led to the arrest of Sulic.
"The Singapore authorities have been offering assistance and sharing available information with affected countries and will continue to do so," the statement said.
The Singapore Police Force also announced on Thursday that four senior officers from the SPF and Corrupt Practices Investigation Bureau (CPIB) will be heading to the Interpol Headquarters in Lyon, France, to join the Global Anti-Match-fixing Taskforce.
Tan's former associate, Wilson Raj Perumal, has alleged to Italian investigators that Tan placed syndicate wagers on fixed games using Asia-based online betting sites via intermediaries in China.
A report by the EU's police agency earlier this month said organised crime gangs, including ones in Asia, have fixed or tried to fix hundreds of football matches around the world.
Europol said its 18-month review found 380 suspicious matches in Europe and another 300 questionable games outside the continent, mainly in Africa, Asia and South and Central America.

Feb. 20, 2013 ? The walls of the human heart are a disorganised jumble of tissue until relatively late in pregnancy despite having the shape of a fully functioning heart, according to a pioneering study.
A University of Leeds-led team developing the first comprehensive model of human heart development using observations of living fetal hearts found surprising differences from existing animal models.
Although they saw four clearly defined chambers in the fetal heart from the eighth week of pregnancy, they did not find organised muscle tissue until the 20th week, much later than expected.
Developing an accurate, computerised simulation of the fetal heart is critical to understanding normal heart development in the womb and, eventually, to opening new ways of detecting and dealing with some functional abnormalities early in pregnancy.
Studies of early heart development have previously been largely based on other mammals such as mice or pigs, adult hearts and dead human samples. The Leeds-led team is using scans of healthy fetuses in the womb, including one mother who volunteered to have detailed weekly ECG (electrocardiography) scans from 18 weeks until just before delivery.
This functional data is incorporated into a 3D computerised model built up using information about the structure, shape and size of the different components of the heart from two types of MRI (Magnetic Resonance Imaging) scans of dead fetuses' hearts.
Early results from the project, which involves researchers from Leeds, the University of Edinburgh, the University of Nottingham, the University of Manchester and the University of Sheffield, show that the human heart may develop on a different timeline from other mammals.
While the tissue in the walls of a pig heart develops a highly organised structure at a relatively early stage of a fetus's development, a paper from the Leeds-led team published in the Journal of the Royal Society Interface Focus reports that the there is little organisation of the human heart's cells until 20 weeks into pregnancy.
A pig's pregnancy lasts about three months and the organised structure of the walls of the heart emerge in the first month of pregnancy. The new study only detected similar organised structures well into the second trimester of the human pregnancy. Human fetuses have a regular heartbeat from about 22 days.
Dr Eleftheria Pervolaraki, Visiting Research Fellow at the University of Leeds' School of Biomedical Sciences, said: "For a heart to be beating effectively, we thought you needed a smoothly changing orientation of the muscle cells through the walls of the heart chambers. Such an organisation is seen in the hearts of all healthy adult mammals.
"Fetal hearts in other mammals such as pigs, which we have been using as models, show such an organisation even early in gestation, with a smooth change in cell orientation going through the heart wall. But what we actually found is that such organisation was not detectable in the human fetus before 20 weeks," she said.
Professor Arun Holden, also from Leeds' School of Biomedical Sciences, said: "The development of the fetal human heart is on a totally different timeline, a slower timeline, from the model that was being used before. This upsets our assumptions and raises new questions. Since the wall of the heart is structurally disorganised, we might expect to find arrhythmias, which are a bad sign in an adult. It may well be that in the early stages of development of the heart arrhythmias are not necessarily pathological and that there is no need to panic if we find them. Alternatively, we could find that the disorganisation in the tissue does not actually lead to arrhythmia."
A detailed computer model of the activity and architecture of the developing heart will help make sense of the limited information doctors can obtain about the fetus using non-invasive monitoring of a pregnant woman.
Professor Holden said: "It is different from dealing with an adult, where you can look at the geometry of an individual's heart using MRI (Magnetic Resonance Imaging) or CT (Computerised Tomography) scans. You can't squirt x-rays at a fetus and we also currently tend to avoid MRI, so we need a model into which we can put the information we do have access to."
He added: "Effectively, at the moment, fetal ECGs are not really used. The textbooks descriptions of the development of the human heart are still founded on animal models and 19th century collections of abnormalities in museums. If you are trying to detect abnormal activity in fetal hearts, you are only talking about third trimester and postnatal care of premature babies. By looking at how the human heart actually develops in real life and creating a quantitative, descriptive model of its architecture and activity from the start of a pregnancy to birth, you are expanding electrocardiology into the fetus."

Former Bears probowl receiver and return man Johnny Knox has announced that he?s moving on from the NFL after still reeling from the affects of a gruesome hit he took vs the Seahawks in 2011.
NFL.com reported on the surprising news, as just 14 months removed from the accident Knox has decided to call it a career.
?As an athlete, you don?t want to give up, you want to keep on fighting. That?s how I?ve always been,?
?But it?s been on my heart for a while. I know how my body feels, and I know I?m not going to be the same and perform at the ability that I used to.?
?So I?m moving on and going forward.?
The Bears have since terminated Knox?s contract. But Knox?s agent did previously say that he would try to launch a return to the league. Knox suffered a spinal injury, which had to be fused back in place and resulted in him missing all of the next season.
Knox now walks with a limp and struggles to stand comfortably, despite the arduous rehab stints. Knox is just happy to be alive and not paralyzed and isn?t showing any regrets in his decision

Women, Love, and Addiction
Valentine?s Day is once again upon us. For most happily paired individuals, February 14 is a day of chocolates, roses, and intimate time with a spouse or partner. However, for some more emotionally vulnerable single individuals, V-Day can feel like a cruel, frustrating, unjust reminder of their loneliness and unhappiness. The greatest sufferers are those who rely on an intimate relationship as their primary means of emotional stability and affect management. And while some men do struggle, SLA (Sex and Love Addiction) issues are more often a challenge faced by women, specifically those women for whom not being partnered can destabilize an already fragile ego state. For these ?love addicted? ladies, the experience of romance, sexuality, and emotional closeness is, at best, a wildly emotional challenge beset with exuberant highs and painful lows. Living in emotionally chaotic, sometimes desperate worlds of emotional need and psychological despair, they fear being alone, being rejected, getting stuck in the ?wrong? relationship, and most of all that they will never find that special someone ? or, worse yet, that they will find the ?perfect partner? and be deemed unworthy.
Women who struggle with relationship and love addiction spend the bulk of their emotional energy hoping, longing, and searching for the perfect partner ? that one person who can make them feel whole. And if they find someone who feels like an imperfect match for that need, they are prepared to meet, ensnare, and cling to the next person. Using wit, flirtatiousness, and outright seductive behavior, these vulnerable women ? often with histories of early sexual abuse and/or attachment disorders ? perpetually hunger for the intensity of a new romantic connection. They base nearly all of their life choices on this all-consuming desire ? what they wear, how much time they spend at the gym, where they live, work, and eat, the car they drive, the pet they own, where they go shopping, etc. Nearly every decision they make is passed through the filter of finding and connecting with their ?other half.?
Making Sure Cupid NEVER LEAVES
Love addicts are hooked on the same basic neurochemical rush as sex addicts, and they are often just as detached from the reality of their situation. Much like sex addicts, who sacrifice time, health, money, self-esteem, and focus in pursuit of a sexual high, love addicts neglect personal interests, exercise, self-care, friends, and sometimes even career and family in favor of ?the relationship.? The dopaminergic, oxytocin-driven neurochemical rush of ?falling in love? is the drug these women use to feel whole, contained, and connected. Romantic intensity is their drug of choice, evoked by fantasy and used compulsively as a way to dissociate from and/or tolerate stressful emotions and underlying issues related to anxiety, depression, low self-esteem, attachment deficits, and trauma.
Like all addicts, love addicted women live in denial about their behavior and its consequences, avoiding responsibility for their troubled relationships by placing the blame for their predicament on the date, lover, partner, or spouse. They try desperately to get these unfortunate individuals to love them the way they want/need to be loved ? regardless of whether the other person is willing or even capable of doing so. And when these empty women are unable to get what they want out of a relationship, they either begin to act out romantically yet again, or they (briefly) avoid relationships altogether in an attempt to remedy the problem. Either way, their unconscious and repetitively problematic approach to love and relationships traps them in a downward spiral of poor relationship choices (based more on need than companionship), further longing, regret, and loss.
Common signs of love addiction include:
While all people may exhibit some of the above signs at least occasionally, especially during our adolescent and young adult experimental years, love addicts demonstrate well-established and consistent patterns involving one or more (usually more) or these behaviors, resulting over time in ongoing and escalating negative life consequences.
Co-Occurring Issues
Many female love addicts who present for treatment arrive with co-occurring disorders that must also be dealt with. In fact, romantic/love addiction is most often recognized only after a woman seeks help for a related condition such as drug/alcohol addiction or an eating disorder. Essentially, a lot of the women who seek help for love addiction only do so after they?ve sought help for substance abuse, an eating disorder, or some other issue and treatment has failed (or they?ve been asked to leave), directly related to their sexual/romantic behaviors. The Ranch, a gender-separate sex and love addiction treatment facility in Tennessee, actually specializes in women who have failed in treatment elsewhere because of their problematic sexual or romantic behaviors. Many such women act out sexually in similar ways to a male sex addict, but they will not seek therapy or treatment for a ?sexual problem? as would a man. Instead, they are much more likely to present in therapy as having ?problems with relationships,? as they view their objectified search as being about ?love? as opposed to sex.
Clinical work with this population can feel like playing a game of Whac-a-mole ? whack the addictive behavior and depression pops up; deal with the eating disorder and the client is off and running in another abusive relationship. One problem pops up, and while you?re busy pounding it down another problem emerges. One sad reality is these women often are seemingly unable to remain sober from drugs and alcohol. In their desperate search for love/sex they set up situations involving partners who use, and they relapse. Or they simply drink or use to alleviate their intolerable feelings of shame and loneliness. When treating such individuals, the problem behaviors (love addiction, sexual acting out, alcoholism, etc.) need to be addressed in treatment prior to or simultaneously with the underlying disorder (depression, anxiety, childhood trauma, etc.). If you don?t deal with both, the client may not heal from either.
Treating Female Love Addicts
The approach to treating love addiction is very much the same as the approach to treating sexual addiction. This should not be surprising since love addicts, like sex addicts, are searching for something outside of themselves ? a person, relationship, or experience (read: object) that will provide them with the emotional and life stability they lack internally. In other words, both sex and love addicts use their highly stimulating sexual and/or romantic experiences as a way to ?fix? themselves and feel emotionally stable.
Typically, recovering love addicts require long-term external reinforcement and support if they wish to permanently change their deeply rooted patterns of behavior. To this end, addiction-focused group therapy is strongly recommended. Generally a treatment specialist works with a group of six to eight women utilizing a structured, high-accountably, cognitive behavioral methodology. This facilitated group setting allows patients to see that their problem is not unique, which helps to reduce the shame, remorse, and guilt associated with sexual and relational acting out. The group format is also ideal for confronting the denial and rationalizations common among love addicts. Such confrontation is powerful not only for the addict being confronted, but also for the women doing the confronting, helping everyone present learn how personal denial and rationalization sustain addiction. Patients are also able to learn what works and what doesn?t based on other members? experience, strength, and hope. Keep in mind that no woman (or man for that matter) will openly and honestly discuss these issues in a mixed mental health or addiction group; the issues and behaviors are just too personal. A heterogeneous group of women who share similar problems with sex, intimacy, and relationships ? with a group focus on those specific issues ? is nearly always required for an effective long-term outcome. Additionally, love addicts should attend 12-step meetings, preferably Sex and Love Addicts Anonymous. Some SLAA meetings are open to anyone who wishes to attend; others are open only to those who identify as a sex or love addict. A few meetings are gender specific, which can be helpful in terms of providing women with a safe, supportive environment.
It is imperative to also keep in mind that female love addicts often struggle with substance abuse and other addictive behaviors. A failure to recognize and address the full spectrum of a woman?s addictive issues can result in her moving from one problem to another without ever achieving full remission of her symptoms. Oftentimes multi-addicted women will strongly benefit from the containment and structure of residential treatment programs designed specifically to anticipate and meet their individual needs.

Florida Sen. Marco Rubio gave the GOP response to the president's State of the Union address, while Kentucky Sen. Rand Paul spoke out on behalf of the Tea Party.
Both accused the president of continuing to push big government spending and tax increases.
Rubio gave his response in both English and Spanish. He accused the president of hurting, not helping the middle class with deficit spending and tax hikes.
"The idea that more taxes and more government spending is the best way to help hardworking middle class taxpayers -- that's an old idea that's failed every time it's been tried," he said.

Rubio said America needs an accountable, efficient government that allows small and new businesses to create middle class jobs.
"In order to balance our budget, the choice doesn't have to be either higher taxes or dramatic benefit cuts for those in need," he said. "Instead we should grow our economy so that we create new taxpayers, not new taxes, and so our government can afford to help those who truly cannot help themselves."

Rubio added that every problem can't be solved by the government.
"Many are caused by the moral breakdown in our society, and the answer to these challenges lies primarily in our families and our faiths, not our politicians," he said.
One part of Rubio's speech that garnered attention on social media wasn't a policy idea, but his brief sip of water.
As the water break gained notice online, Rubio appeared to have fun with it, sending a photo of the water bottle from his Twitter account.
"I needed water," he told CBN News. "What are you going to do? God has a funny way of reminding us we're human."
Meanwhile, Sen. Paul's response to the president's address proved the Tea Party's ideas are alive and well.
"To begin with, we absolutely must pass a balanced budget amendment to the Constitution!" Paul exclaimed. "The amendment must include strict tax and spending limitations."
"Liberals complain that the budget can't be balanced," he said. "But if you cut just one penny from each dollar we currently spend, the budget would balance within six or seven years."
Paul asserted that the Tea Party will continue to stand against excessive government power.
"We cannot and will not allow any president to act as if he were a king," he said. "We will not let any president use executive orders to impinge on the Second Amendment."

Although the idea that our decisions are swayed by the temperature of our surroundings may seem far-fetched, consider one simple fact: our brains are organs. And, just like all other organs, these decision-making centers need energy to function. Almost everything we do?whether it is a physical behavior or a mental process?uses the same energy source: glucose. We use glucose as we walk, talk, breathe, and perform other physical functions in our daily lives. We also use glucose when we perform effortful mental functions, such as making decisions, exerting self-control, suppressing emotional responses, and even answering math problems. ?Crucially, glucose?this fundamental source of both physical and mental energy?is a limited resource.
One of the body?s most important tasks is temperature regulation. HTC's latest flagship smartphone will be announced at an event the company is holding on Feb. 19 in New York City. The smartphone was previously known under the code-name M7 and now will apparently be launched officially as the HTC One.

A new press shot of the device has leaked online and it shows some interesting elements HTC has borrowed from Windows Phone in its upcoming HTC Sense 5.
EvLeaks, which has a great track record of leaking accurate information, has posted a new picture of the HTC One. In the picture you can clearly see Sense 5's more subdued UI. The bright clock and weather widget that has been on all HTC smartphones has a simpler black and white clock and weather widget. Below that widget is where things start to get interesting. It appears HTC is taking a cue from Windows Phone's Live Tile and grid interface and adding it to the home screen of Sense 5 on the HTC One. The photos below the widget are Facebook pictures, which implies that HTC is adding populated content to its homescreen: very similar to Windows Phone. It should come as no surprise that HTC might take a little inspiration from Windows Phone, as it is also a Windows Phone manufacturer.
Windows Phone Live Tiles is a major feature that Windows Phone and even Windows 8 are known for. They constantly update themselves so whenever you look at your phone/screen you can see the latest information on the tile, with no need of entering an application. HTC Sense 5 could greatly benefit from having this kind of user interface. HTC could even attract potential Windows Phone customers into purchasing the HTC One, since it offers a feature for which many people choose Windows Phones. There are widgets already available on Android that can populate information and have similar looks to Windows Phone, but the way that HTC incorporates Sense into Android could produce a much better experience than standard Android widgets.

After weeks of us awkwardly guessing who wanted to watch which NFL games, Facebook finally used its terrifying trove of user data and made the map that no one else could. In our original post, we pointed out some of the more surprising fan pockets, but the data deserve a deeper dive.
Although you'd never guess it from the name, the Washington Redskins have something of a racist history. The NFL integrated in 1946, before Major League Baseball. By 1953, every team in the league?aside from the Redskins, that is?had black players. It took nine years for the Redskins to cave on integration. And that was only because the president of the United States made them.

The events:
11-7-13, 2200 hours: The relatively small country, The Independent Nation of Badonia, surprised the world by launching a night offensive on the country of Turkey. By 600 hours the next day, Badonian airforces had bombed most major military targets opening the way for Badonian ground forces to move in and occupy the country. However, the Badonians are still dealing with Turkish guerrilla forces.
700 hours: The world further reeled in shock as Russian revolutionaries rose up to fight against the current government. The revolutionaries were surprisingly well supplied indicating foreign support, and their extreme views seem to indicate a connection with the now aggressive Badonians.
11-8-13, 400 hours: Changing strategies, Badonian forces began an invasion of Armenia in the early morning. However, after the invasion of Turkey, Armenia was prepared for an attack.
800 hours: Badonia began massive artillery bombardments against the Armenian front line. Several missile frigates joined a surprisingly dense network of long-range-missile-artillery to provide very accurate strikes against enemy artillery while howitzer cannons continuously pounded the vanguard of the Armenian forces. This indicates that Badonian intelligence and reconnaissance was very effective.
2000 hours: Extremist militants gain control of the Azerbaijan government.
11-9-13, 200 hours: After much fierce combat around the boarder of Armenia, Badonian forces took the advantage of the night to do the unthinkable. Cruise missiles shifted targets from military to civilian destroying many administrative, infrastructural, and economic targets and killing many civilians. While the Armenian military was enraged, the attack nevertheless crippled Armenia's logistics and significantly demoralized many troops.
500 hours: After establishing full control of the Azerbaijan military, the new militants alline themselves with Badonia and attack Armenia from the east.
1700 hours: With the help of Azerbaijan forces, Badonian forces eventually defeated the Armenian central command and began occupation.
Russia called for help. Due to the recent series of events, The United Kingdom requested to form a coalition with America and Russia against Badonia and the Russian Revolutionaries.
1800 hours: Badonia threatened to destroy Iran oil resources with long-range-missiles if Iran did not surrender.
2000 hours: Iran began to take steps to join the coalition. It immediately made provisions for a limited number of US and UK troops to establish positions within its borders.
11-10-13: American Congress officially declares war on Badonia, the Revolutionaries and any of their allies. The UK, the United States, Iran, and Russia officially form a coalition against Badonia, the revolutionaries, and any of their allies.
11-11-13: First United States Marine Division and United Kingdom Royal Marine Division deploy in Northern Iran in preparation to beat back the Badonians from Armenia. Another detachment of Marines from both the USA and UK arrive in Moscow to assist in the defense against the Russian Revolutionaries. Within the hour of arrival, all three forces begin a coordinated defense to the South of Moscow where the Revolutionaries are attacking. Also, US, UK, and Iranian troops have begun to move on the Badonian front line at the border of Armenia. For each front line, two United States Army divisions are en route.
The following is a map that shows the general theater of war (with the absence of Badonia because it is a fictional country. Badonia would be kind of squeezed in between Georgia, Turkey and Armenia and would be close to the size of Armenia):
About Badonia: Badonia (pronounced Buhdonia), first and foremost, is a completely fictional country and though it may be influenced by certain events in history, is not intended to reflect any current country or culture. Badonia is primarily mountainous with beautifully lush forest and valleys. The coast along the Black Sea is quite industrialized with most of the major cities lying along it. During the winter, it the Badonian economy has profited by ski resorts in its beautiful mountains. In this fictional representation of the world, Badonia owns a good majority of the oil resources in the Black Sea giving it a strong economy. Badonia predominantly uses Russian technology and is able to produce nearly all of its military needs by virtue of its strong economy and abundance of natural resources. Why the sudden hostility of such a prosperous nation? That is what the RPing and discussing is for.
There are seven possible fronts: Russia, Badonia, Georgia, Turkey, Armenia, Azerbaijan, and Iran.
In the above countries besides Russia, Iran, Armenia, and Georgia the conflicts are primarily fought by the native guerrillas as well as US, UK, and Russian special forces. Most combat missions would consist of sabotage and assassination. War has not physically touched Georgia yet, but it is still a great place for RPing between politicians, ambassadors, and spies, or perhaps even the odd black ops.
Of course the major front lines are in Russia (south of Moscow) and at the border of Iran and Badonia. In these fronts, there's the possibility to RP on just about anything.

OTTAWA - An evangelical organization that describes homosexuality as a "perversion" and a "sin" is receiving funding from the Government of Canada for its work in Uganda, where gays and lesbians face severe threats.
The federal government has denounced virulent homophobia in that East African country and Foreign Affairs Minister John Baird has condemned plans for an anti-gay bill that could potentially include the death penalty for homosexuals.
At the same time the government is providing $544,813 in funding for Crossroads Christian Communications ? an Ontario-based evangelical group that produces television programming ? to help dig wells, build latrines and promote hygiene awareness in Uganda through 2014.
Until Tuesday, the organization's website carried a list of "sexual sins" deemed to be "perversion": "Turning from the true and/or proper purpose of sexual intercourse; misusing or abusing it, such as in pedophilia, homosexuality and lesbianism, sadism, masochism, transvestism, and bestiality."
Lower down the page, the group asks sinners to "repent."
"God cares too much for you (and all of His children) to leave such tampering and spiritual abuse unpunished," according to the group's website.
Just hours after The Canadian Press contacted the group to ask a spokesperson about the site, the page in question disappeared from public view.
The organization is being funded by the Canadian International Development Agency. Just a few days ago the Quebec government announced its desire to create its own parallel agency because it no longer supported CIDA's policy choices.
This particular funding choice may also conflict with the federal government's own statements.
Last October, Baird denounced abuses against gays and lesbians and specifically singled out Uganda in a speech at an international conference in Quebec City.
"We will speak out on the issues that matter to Canadians ? whether it is the role and treatment of women around the world, or the persecution of gays," Baird told the Inter-Parliamentary Union conference.
"Canada will speak out."
In that speech, Baird shared the story of a Ugandan gay-rights advocate who was bludgeoned to death in his own home.
That speech provoked an angry reaction from the head of the Ugandan delegation, Rebecca Kadaga, who accused Baird of "arrogance" and "ignorance" and demanded an apology.
Crossroads defends its position on homosexuality as grounded in scripture.
"Crossroads' views on sexuality are informed by our Christian faith and values," spokeswoman Carolyn Innis told The Canadian Press in an email.
She said the projects funded by CIDA do not include evangelical work and are focused on specific objectives.
On the group's website, under the section "Who We Are," the group describes its mission the following way ? "Our motivation: To communicate a visible expression of God's love, and contribute to the transformation of lives around the world."
But that doesn't mean the group is getting involved in Uganda's homosexuality debate, Innis said.
"It has not been a practice of Crossroads to influence matters of policy in countries in which we are completing relief or development projects," she said.
Steve Foster, president of the Quebec LGBT Council, said the federal government should stop funding groups like Crossroads.
"It's unacceptable that the government would accept that kind of organization as an international-co-operation organization," Foster said.
"Taxpayers' money should not be used to finance religious groups working abroad, who furthermore contribute to the creation of discriminatory ? even inhumane and dangerous ? policy."
Foster calls it a "dangerous" shift from the government toward using religious groups to perform international development work.
He's not alone to perceive a trend.
A study by the Canadian Research Institute on Humanitarian Crisis and Aid concluded that, between 2005 and 2010, the funding for religious non-government organizations increased 42 per cent. Secular groups saw an increase of five per cent.
Prime Minister Stephen Harper has been asked about that disparity.
"We consider the efficiency of projects,'' Harper replied during a Montreal news conference last month. ''(We) do not consider the religion of groups promoting these projects."
As for Crossroads' opinion on homosexuality, the government sought to keep its distance.
"Our government does not endorse these particular views," Rick Roth, a Baird spokesman, said in an email.
"Canada's views are clear ? we have been strongly opposed to the criminalization of homosexuality or violence against people on the basis of their sexual orientation."
The minister responsible for CIDA, Julian Fantino, has also said funding is doled out "on merit."
A CIDA spokeswoman, Amy Mills, added in an email: "Canada's views are clear ? we have been strongly opposed to the criminalization of homosexuality or violence against people on the basis of their sexual orientation."
She offered no comment on Crossroads' views on homosexuality.
An anti-gay bill was returned to the order paper for debate in Uganda's parliament last week. The MP who tabled it has spoken of replacing the death penalty with prison sentences, but it's unclear what the final version of the legislation might look like.

Tumourigenesis is driven by genetic alterations and by changes in the epigenome, for instance by the addition of methyl groups to cytosine bases in the DNA. A deeper understanding of the interaction between the genetic and epigenetic mechanisms is critical for the selection of tumour biomarkers and for the future development of therapies. Human tumour specimens and cell lines however contain a plethora of genetic and epigenetic changes, which complicate data analysis. In contrast, certain mouse tumour models contain only a single genetic mutation and allow the analysis of nascent tumours. Scientists of the Max Planck Institute for Molecular Genetics in Berlin have now discovered a recurring pattern of more than 13,000 epigenetic alterations in young tumours of the mouse. This genome-wide pattern was found to be partly conserved in human colon carcinoma, and may therefor facilitate the identification of novel clinical colon cancer biomarkers for early detection.
Two kinds of molecular changes are known to trigger tumour development: one is genetic mutations ? i.e. alterations in the alphabetic sequence of the DNA ?activating genes that lead to uncontrolled growth of tumours, or inactivating genes that inhibit this growth. The other is epigenetic modifications, for example new distributions of methyl groups in the DNA that contribute to the genetic information in the cancer cells being interpreted differently.
Genetic and epigenetic mechanisms work together in cancer development ? but little was known about how these systems mutually influence one another, and which changes first come to light. These questions can only be answered with great difficulty through investigating human tumours: the cancer is usually already several years old when diagnosed. Accordingly, the cancer cells already exhibit thousands of genetic and epigenetic changes at this stage, which complicates the analysis.
The matter is different for the corresponding polyps in mice, which the researchers can investigate considerably earlier following their formation. For this reason, scientists of the Max Planck Institute for Molecular Genetics have now pursued the question of which epigenetic changes in intestinal tumours occur first with the help of a mouse model.
"With mice, we can investigate the first changes much more easily than with humans", says Markus Morkel, who led the study. The scientists analysed the epigenetic changes in a strain of mice with a defective copy of the APC gene. This gene serves as an intestinal tumour suppressor in mice as well as in humans. Accordingly, it has lost its functionality in a majority of patients with colon cancer.
The results displayed a clear picture:The researchers recognised a recurring pattern of more than 13,000 epigenetic changes in all of the mouse tumour samples. By contrast, they did not find this pattern in healthy intestine or in intestinal stem cells, which are the cells of origin of the tumour. Since the mice ?and hence the tumours? were less than three months old, the changes must have already spread shortly after the first genetic mutation in the APC gene within the tumour cells. According to the scientists, the first mutation already leads to pathological activation of numerous enzymes controlling the epigenetic mechanisms.
Remarkably, the molecular biologists discovered large parts of the tumour-specific epigenetic pattern not only in the mouse, but also in human colon cancer tissue. "These initial epigenetic changes could therefore serve as markers and significantly simplify the early diagnosis of colon tumours in the future", hopes Markus Morkel. Patients would merely have to provide a blood sample for the diagnosis and could forego an enteroscopic procedure.

Deerfield High School gymnast Christine Stitcher is heading to the state finals.
Stitcher qualified at Thursday's section meet to advance on the vault and bars, as well as in the all-around competition, according to Warriors Coach?Carol Myers. This is her third trip to the state finals.
"Christine struggled in the first half of the meet, falling off the beam and some minor mishaps on floor, but really came through on vault and bars," Myers said.?
Myers pointed out some other notable performances.
"Leslie Ross hit her season high of 8.225 on bars," Myers said. "And Ally Perbohner participated in all four events giving her tremendous experience to help her lead the team next year when Christine is gone. Freshman Emily Berlin, unfortunately could not perform on beam because she sprained her MCL during regional floor." ?
The finals take place next weekend at Palatine High School.

WASHINGTON (AP) ? CIA Director-designate John Brennan's vigorous defense of drone strikes to kill terror suspects ? even American citizens ? overseas is causing key lawmakers to consider lifting secrecy from what has become an important weapon in the fight against al-Qaida.
Brennan, President Barack Obama's top counterterror adviser, was grilled for more than three hours Thursday before the Senate Intelligence Committee on the drone program he leads, as well as on the CIA's harsh interrogation techniques during the Bush administration, which he denounced, and on leaks of classified information to the media, which Brennan vehemently denied being a part of.
Despite Brennan's wide-ranging testimony and the White House's release of a top secret memo explaining its legal rationale for the strikes just hours before the confirmation hearing began, some senators afterward said it was time to bring the drone program into the open.
In a hearing that was interrupted by anti-drone protests that brought it to a brief halt at the outset, Brennan told the committee that missile strikes by the unmanned drones are used only against targets planning to carry out attacks against the United States, never as retribution for an earlier one.
"Nothing could be further from the truth," he declared.
Referring to one American citizen killed by a drone in Yemen in 2011, he said Anwar al-Awlaki had ties to at least three attacks planned or carried out on U.S. soil. They included the Fort Hood, Texas, shooting that claimed 13 lives in 2009, a failed attempt to down a Detroit-bound airliner the same year and a thwarted plot to bomb cargo planes in 2010.
"He was intimately involved in activities to kill innocent men women and children, mostly Americans," Brennan said.
The committee's chairwoman, Sen. Dianne Feinstein, D-Calif., told reporters after the hearing that she wanted to open more of the program to the public so U.S. officials can acknowledge the strikes and correct what she said were exaggerated reports of civilian casualties.
Feinstein said she and other senators were considering legislation to set up a special court system to regulate drone strikes, similar to the one that signs off on government surveillance in espionage and terrorism cases.
Speaking with uncharacteristic openness about the classified program, Feinstein said that the CIA had allowed her staff to make more than 30 visits to the agency's northern Virginia headquarters to monitor strikes but that such transparency needed to be increased. Her comments came after the White House, under pressure from the committee, gave senators on the panel a Justice Department memo outlining the legal justification for drone strikes. But senators complained that their staff wasn't allowed to see it.
"I think the process set up internally is a solid process," Feinstein said of the methods used to decide when to launch drones and against whom, but added: "I think there's an absence of knowing exactly who is responsible for what decision. So I think we need to look at this whole process and figure a way to make it transparent and identifiable."
Rep. Adam Schiff, D-Calif., a member of the House Intelligence Committee, said his panel also had been looking at establishing a "court-like entity" to review the strikes.
"I think the House and Senate ought to put their heads together and come up with some way to require either initially or after the fact, a review of an operation when it takes the life of an American citizen," Schiff said.
In a long afternoon in the witness chair, Brennan was questioned on other issues, such as the use of waterboarding and other interrogation techniques in the George W. Bush administration. He declined to say whether he believes waterboarding, which simulates drowning, amounted to torture, but he said firmly it was "something that is reprehensible and should never be done again."
Brennan, 57, is a veteran of more than three decades in intelligence work. He withdrew his name from nomination to head the CIA four years ago amid questions about the role he played at the CIA when the Bush administration approved waterboarding and other forms of "enhanced interrogation" of suspected terrorists.
On the question of waterboarding, Brennan said that while serving as a deputy manager at the CIA during the Bush administration, he was told such interrogation methods produced "valuable information." Now, after reading a 300-page summary of a 6,000-page report on CIA interrogation and detention policies, he said he does "not know what the truth is."
Brennan bristled once during the day, when he was questioned about leaks to the media about an al-Qaida plot to detonate a new type of underwear bomb on a Western airline.
Sen. James Risch, R-Idaho, accused him of having leaked classified information in a telephone call with former government officials who were preparing to make television appearances to explain the plot.
"I disagree with that vehemently," the nominee shot back.
On May 7 of last year, The Associated Press reported that the CIA thwarted an ambitious plot by al-Qaida's affiliate in Yemen to destroy a U.S.-bound airliner, using a bomb with a sophisticated new design. The bombing would have taken place near the anniversary of the killing by U.S. Navy SEALs of Osama bin Laden. The next day, The New York Times and the Los Angeles Times reported that the would-be bomber was cooperating with U.S. authorities.
Risch and Sen. Dan Coats of Indiana were among those who contended Brennan inadvertently had revealed that the U.S. had a spy inside Yemen's al-Qaida branch when, hours after the first AP report appeared, he told a group of media consultants that "there was no active threat during the bin Laden anniversary because ... we had inside control of the plot."
Brennan won praise from several members of the committee as the day's proceedings drew to a close.
"I think you're the guy for the job, and the only guy for the job," said Sen. Jay Rockefeller, D-W.Va.
The panel will meet in closed session next week to discuss classified material.
